This is currently not possible on stock ROMs, even in Android 2.1 and is supposedly on Google’s TODO list. A stock ROM is the version of the phone’s operating system that comes with your phone when you buy it. By replacing the firmware, the ROM of the phone is wiped and the new firmware has complete control over it, which is why the two terms are seen as synonymous.
